SAIF to renovate Salem campus buildings
Some employees will move to temporary space while the primary, 41-year-old building gets renovated.

SAIF—the state-chartered workers’ comp insurer that employs about 700 people in Salem—is planning a major renovation of its downtown Salem headquarters.
At its September meeting, SAIF’s Board of Directors approved the project’s scope, schedule, and estimated budget.
During construction, which starts in 2016, some employees will work temporarily in a leased facility in north Salem. When complete in 2018, the total square footage of SAIF’s Salem campus will increase, and all Salem employees will work on the campus.
The renovation is needed to keep the existing buildings current with codes and standards. The buildings, which date back to the 1960s and ’70s, also need other improvements, such as upgrades to mechanical, electrical, and plumbing systems. A feasibility study determined the cost of maintaining these older systems would be very high if SAIF did not renovate.
In addition, SAIF will address the challenges of being located in a flood plain. An existing building that was flooded by Pringle Creek in 2012 will be demolished, and the main building at 400 High St. SE will be improved to minimize potential damage in the event of a flood.
The total cost of the project is estimated to be $110 million, with the cost of the main building renovation to be amortized over a 50-year period.
“The investment is substantial, but it reflects the prudent management of funds expected of a large, forward-looking business,” said Bill Barr, chief operating officer.
Major elements of the project will be:
- Complete renovation of SAIF’s High Street building
- Improvements to its Parkway building
- Demolition of its Church Street building, which will be replaced with natural landscaping
- Upgrades that increase safety for pedestrians and drivers
- Additional environmental features, such as efficient lighting, heating, and cooling
