2023 annual report
Our annual report allows us to reflect each year on the ways we delivered on our mission to serve Oregon workers and employers.
With more than 54,000 policyholders, SAIF is the largest workers’ compensation provider in the state. SAIF serves employers of all sizes, from small businesses with only one employee to large companies with tens of thousands of employees. We also serve the state and most cities, counties, and school districts in Oregon. In 2023, we entered into a group partnership with a services agreement with the Special Districts Association of Oregon (SDAO), which includes more than 550 special district policies.
SAIF handles more claims than any other workers’ compensation carrier in Oregon. In 2023, we processed more than 40,500 claims. In Oregon, a worker is entitled to medical care for work-related injuries or illnesses for their lifetime. We also pay benefits to the families of those who lost their life to a workplace injury or illness. In 2023, we provided benefits to more than 60,000 people, including beneficiaries of claims that were filed as far back as the 1940s.
Serving workers
Oregon law requires insurers to make initial claims decisions within 60 days; we made them on average within 34 days. That’s 24 days faster than our competitors. This allowed injured workers to focus on recovery instead of wondering about the status of their claim.
In 2023, we helped more than 86% of injured workers return to their job within 60 days. If an injured worker could not return to regular work due to physical limitations, SAIF's return-to-work consultants helped them return to a temporary or transitional job.
Making workplaces safer
Our vision is to make Oregon the safest and healthiest place to work. With over 60 safety and health experts who help employers create safer workplaces—and more than 30 industry association experts we partner with—SAIF has built the largest team of workplace safety professionals of any insurance carrier in Oregon. In 2023, they conducted more than 6,000 virtual and in-person consultations.
More than 800 people attended SAIF’s live safety and health webinars in 2023, and another 1,200 accessed on-demand trainings. In addition, our free safety and health videos were viewed nearly 340,000 times in 2023.
SAIF has unparalleled experience serving and providing safety expertise for Oregon’s high-hazard industries, including logging, construction, and agriculture. In 2023, nearly 1,400 people attended our free ag safety seminars conducted in English and Spanish, which are available to anyone, including non-policyholders, interested in agricultural safety and health. In 2023, we also kicked off a pilot of new construction seminars, geared toward another high-hazard industry. More than 100 people have attended so far.
In the last 15 years, more than 300,000 people have learned practical techniques from Safety In Motion® sessions, which train workers to avoid or reduce some of the most common workplace injuries. Supporting employers
SAIF is the largest workers' compensation insurance carrier in Oregon. Our strong results in claims management, return-to-work, and safety and health help drive down Oregon's overall pure premium rates.
In addition, SAIF was able to return $135 million to policyholders in 2023 through a dividend—another way for us to keep overall costs down for Oregon employers.
Almost all our policyholders—98.4%—chose to renew with us in 2023.

SAIF strives to be an accountable partner and a trustworthy steward of the Industrial Accident Fund. In 2023, strong fiscal management enabled us to remain financially stable, despite difficult economic conditions.
